Some of Portland's close in SE neighborhhoods are: Sunnyside, Ladds Addition, Buckman, Sellwood, Eastmoreland, Reed, Woodstock and Brooklyn. They are also known by the street names like the Hawthorne District or the Clinton Neighborhood. With the exception of Eastmoreland, all of these areas have little villages where you can shop, drink and dine.
Young people flock to close in SE Portland neighborhoods because they can move around easily on foot, bike or public transportation. I know quite a few people in close in SE Portland that do not have cars.
One neighborhood that I know quite well is Woodstock. It has a Safeway, Otto's Sausage Kitchen and the Delta Cafe, not to mention many other restarants, coffee shops and bars.
